The Navy’s recruitment is centred on the need to efficiently crew all new and current ships, submarines, aircraft, and shore bases. To that goal, recruiting is being conducted around the country. The overall number of persons hired is determined by the number of qualified candidates who pass the written test,
Services Selection Board or SSB interview, medical assessment, and their relative position on the merit list. There is no discrimination based on gender, religion, caste, or ethnicity during recruiting or at any other time throughout their tenure. The Indian Navey’s recruiting system is efficient, transparent, quick, and candidate friendly. In the navy, there are two types of appointment: UPSC Entry and Non-UPSC Entry.

UPSC Entry
The UPSC conducts a test twice a year for admission to the National Defence Academy (NDA) and the Indian Naval Academy (INA) as Permanent Commission (PC) candidates. Candidates may participate after passing the 10+2 with PCM examination or while in the 12th grade. Following written tests, the UPSC shortlists applicants.
Following that, applicants are routed to Service Selection Boards in Bengaluru, Bhopal, and Coimbatore. Qualified applicants’ results are transmitted to UPSC for inclusion in the final merit rank. Medically fit aspirants on the merit list are notified of their admission as cadets to the NDA or INA. After completing NDA/INA training, Naval Cadets are assigned to training ships in Kochi for naval sea exercise. The UPSC conducts the Combined Defence Services Examination (CDSE) twice a year for Graduate Special Entry. Candidates with a B Tech degree are also eligible to take the test. Successful applicants attend the Naval Orientation Course at the Indian Naval Academy in Ezhimala, Kerala.
Non-UPSC Entry
Non-UPSC entries are available for both Permanent Commission and Short Service Commission. In this scenario, applications are solicited and short-listed at the Ministry of Defence’s (Navy) IHQ. Short-listed candidates are then invited to attend SSB interviews. Following that, a merit list of competent candidates is created based on the availability of openings. Non-UPSC entrants are recruited via Service Selection Boards for various Navy branches or cadres.
10+2 (Cadet Entry Scheme)
This programme is for permanent commission in the Indian Navy’s Executive, Engineering, and Electrical divisions. Candidates having 10+2 with PCM are sent to the Indian Naval Academy for the B Tech Program under this method after being selected by the Services Selection Board. They are given Permanent Commission in the IN’s Executive, Electrical, and Engineering branches upon satisfactory completion of the course.
University Entry Scheme (UES)
The UES was reintroduced as a Short Service Commission Scheme in August 2005. Engineering students in their seventh and eighth semesters are eligible for admission into the IN’s Executive and Technical Branches. Naval selection teams from the Integrated Head Quarters of the Ministry of Defence (Navy) and Command Headquarters travel across the country to short-list applicants at AICTE-approved engineering institutes. The applicants who have been shortlisted based on All India Merit are invited for an interview at the Services Selection Board. Following that, the successful applicants are subjected to medical examinations. The final selection is made as a result of all-India merit based on the marks received in the SSB interviews.
University graduates with an NCC ‘C’ certificate and a minimal ‘B’ grade in their graduation degree exams are admitted into the Navy as regular commissioned officers. These graduates are excluded from the UPSC’s CDSE and are chosen solely on the basis of the SSB interview. Including the CDSE cadets, they attend the Indian Naval Academy for the Naval Orientation Course (NOC).
Special Naval Architecture Entry Scheme
The government recently approved the entry of Naval Architect officers into the IN as Short Service Commissioned Officers as part of a ‘Special Naval Architects Entry Scheme’ (SNAES). An authorized Naval team visits IIT Kharagpur, IIT Chennai, Cochin University of Science and Technology (CUSAT), and Andhra University, which offer B Tech (Naval Architecture) programmes, to pick applicants through campus interviews. The chosen applicants are medically examined at the nearby Military Hospital and, if proven fit, are chosen for training.
