Recently we wrote a blog about Loksabha Passes citizenship Amendment bill with 311 votes in favour and 80 votes in against it. The purpose of the proposing citizenship amendment bill is to grant citizenship to the immigrated non-Muslims Community who immigrated before December 2014.
On Last day i.e. Wednesday, the bill was proposed to Rajya sabha and passed in Rajysabha by 125 votes in favour and 99 votes against it. The Citizenship (Amendment) Bill voting began after the debates of six hours in Rajya Sabha.
Now the bill will be proposed for the President’s assent.
Who is in oppose and in support during voting in RajSabha
MPs were allotted six-hours to discuss the Citizenship amendment bill by the Chairman of Rajya sabha and also Vice President Venkaiah Naidu. Other than BJP, the bill was also supported by JD(U), SAD, AIADMK, BHD, TDP, and YSR – Congress. The Shiv Sena does not participate in the voting.
Changes in the bill now and then
- CAB paves the way of Indian citizenship to lakhs of immigrants, who are from said religion even if they are lack of valid documents.
- Prior to the Amendment Bill, can be granted Indian citizenship to the immigrants only if they have valid documents and should stay in the country at least for 11years.
- It also has a provision that in lack of a valid documents person can be deployed or imprisoned.
- Amendment bill reduces the duration to 6 years and Indian citizenship can be granted even if a person is lack of valid documents and should be of non-Muslim communities.
- The six communities which get the benefits under the CAB Hindus, Sikhs, Hindus, Sikhs, Christians, Buddhist, Jains and Parsis.
- The six communities are from Bangladesh, Afghanistan and Pakistan.
Areas exempted by CAB
- Bill exempts certain area of North East from this provision.
- Tribal areas of Assam, Meghalaya, Mizoram and Tripura and also areas covered in the Inner Limit notifies are exempted from Citizenship Amendment bill.
- CAB also makes provisions for Overseas Citizens of India (OCI) cardholders.
- OCI holders can travel, or study in-country.
- The bill allows cancellation of OCI registration if the person has violated any law.
Amit Shah Versus Opposition parties
Opposition parties give a various criticising statement against the bill some statements are
- “Congress party is against any form of discrimination against anybody in this country. So, anybody who discriminates against anybody who is Indian, we are against them. That is our line. We believe that India belongs to everybody– all communities, all religions, all cultures,” Gandhi said in Kozhikode.
- TMC leader Derek O’Brien, who was present at the meeting, said NRC was a trap and so is CAB.
- “NRC and CAB are two sides of the same coin and the opposition is united against it,” said CPI’s D Raja.
To defend the bill Amit Shah give statements to give justice to “crores of people belonging to minorities”
- “It will not hurt any Articles of the Constitution,”
- “We are not taking away the citizenship of anyone. Instead, we are giving citizenship to minorities from three countries,”
